Solar Charger Shield v2

Hi, I just got some solar charger shields for use with an arduino mini (5v).

I have the 5V and ground pins of the shield wired to the 5v and ground pins of the arduino mini. With this configuration, a multimeter shows a reading of 4.96v. This is not enough to even transfer a program to the arduino mini using the tx/rx pins. If I hook up power from a usb, then I am fine, but this makes me concerned that the arduino will not run stable as it is suppose to run slightly above 5v. The multimeter shows a reading of 25mA, so I am way below there.

What can be done? Are there other pins I need to hook up?
